Job Description

Introduction The DNREC Division of Fish and Wildlife manages 19 public wildlife areas - approximately 68,000 acres of land. In addition to providing habitat for a variety of wildlife, these lands provide hunting and other outdoor recreational opportunities. Summary Statement This position oversees wildlife management activities on State Wildlife Areas, in New Castle County Delaware and maintains boating/fishing areas and supervises two field crews. Primary job duties include: overseeing habitat management and public access for wildlife dependent activities including hunting, trapping, wildlife viewing, sporting dog training and horseback riding; supervising two conservation technician field crews and lottery area checking station attendants; working closely with state and partner biologists on various projects including biological data collection at deer checking stations; and developing rules and regulations pertaining to access and allowable wildlife area uses. This position will occasionally require nights, weekends, and holiday work. Preferred Qualification Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met. One year of experience in wildlife research and/or wildlife habitat conservation and management. Essential Functions Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Designs, coordinates, directs and analyzes results of controlled studies to identify wildlife population shifts. Determines the cause and effect and takes appropriate remedial action. Prepares and presents technical and popular papers detailing the studies and subsequent action or recommendations. Ensures appropriate and adequate habitat is available to support the resident and migratory wildlife population. This is accomplished through management of the natural areas; lease of state owned lands for agricultural purposes; research, experimentation and implementation of projects controlling proliferation of noxious weeds. Acts as business manager for the assigned region. Develops and controls annual budget, negotiates agricultural leases and monitors lease compliance, negotiates timber harvest and trapping contracts and monitors contract compliance, and determines supply and equipment needs. Researches, designs and implements projects related to the control of human diseases hosted and transmitted (e.g., encephalitis, lyme, rabies) by insects and wildlife. Assists private landowners with the development of wildlife management plans and programs to ensure maximum benefit to habitat and wildlife. Drafts regulations regarding use of state owned fish and wildlife areas. Enforces applicable laws, rules and regulations on fish and wildlife areas. Recommends hunting and trapping quotas, dates of harvest and capture methods. Serves on advisory committees reviewing environmental impact of highway projects, drainage ditches, gravel pits, mitigation of toxic waste sites, etc. Supervises the maintenance and minor repair of public fishing and boating access areas. Job Requirements JOB REQUIREMENTS for Fish and Wildlife Regional Manager Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree or higher in Life Science or related field. Three years experience in environmental or natural resources project management which includes planning, developing, implementing, managing and evaluating environmental or natural resources projects to ensure objectives are met. Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures. Six months experience in technical report writing. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. Knowledge of managing budgets, grants or contracts.
