Requisition No: 845610 Agency: Division of Emergency Management Working Title: OPS Grant Manager - 31902064 Pay Plan: Temp Position Number: 31902064 Salary: $27.00 - $30.00/hour Posting Closing Date: 05/27/2025 Total Compensation Estimator Tool Grant Manager - OPS Bureau of Mitigation State of Florida Division of Emergency Management This position is located in Orlando, FL The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies. The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities: This position as Grants Manager shall support the Hazard Mitigation Grant Program in the Bureau of Mitigation by conducting aspects of Grants/Contract Management to include, planning, evaluating, monitoring, and managing federally funded grant projects based on results of disaster declarations.

  • This is an advanced position that involves research, preparation of outreach materials, report writing (i.e. research special hazard mitigation issues and provide written opinion), planning and evaluation, monitoring, conducting presentations/trainings and performing a variety of technical activities for federally funded traditional/nontraditional mitigation projects in compliance with applicable federal and state laws, rules and procedures.
  • Reviews submitted program applications/scopes of work for project feasibility, implementation strategies, and overall project management in conformance with federal criteria.
  • Corresponds with Federal Emergency Management Agency staff on transmittal of project summaries/recommendations, obligations/de-obligations, project closeouts and technical reviews/guidance as needed.
  • In compliance with federal and state laws, rules, and procedures, manages and monitors agreements with sub- recipient for grants that mitigate the effects of future disasters.
  • Conducts reviews of sub-recipient requests for reimbursements and makes payment recommendation in compliance with sub-grant agreement.
  • Provides technical assistance on hazard mitigation issues to state and local governments and other entities for developing or implementing hazard mitigation programs and policies.
Knowledge, Skills, and Abilities:
  • Ability to implement a grant program's policies, plans, and procedures, as governed by federal and state laws and rules.
  • Demonstrated ability to advise, assist, monitor, and enforce program guidance, as well as assist local officials/or stakeholders and staff with program rules and regulations.
  • Ability to effectively and professionally communicate both verbally and in written form with all levels of government, elected officials, and the public.
  • Ability to manage financial activities for disaster projects and provide budget projections for projects managed.
  • Ability to independently conduct project eligibility reviews, and manage and monitor projects for specific disasters.
  • Ability to provide technical assistance to state and local governments and other entities on mitigation projects and program-related issues.
  • Ability to conduct effective program presentations to state and local governments, as well as other entities.
  • Skills in using computer software programs and operating general office equipment.
  • Ability to travel overnight and to work non-traditional hours during emergency events.
Minimum Qualifications:
  • Florida Certified Contract Manager certificate or ability and willingness to obtain within one year of hire date.
  • Strong written and oral communication skills.
  • Proficient with Microsoft Office software, business and financial processes, and understanding of the fundamental Project Management Principles.
